Sri Lanka to build South Asias largest logistics complex at Colombo Port

Sri Lanka has launched the project to build the largest commercial and logistics complex in South Asia in the Port of Colombo with an investment of USD 392 million. Agreements for the construction and operation of the South Asia Commercial and Logistics Hub (SACL) as a 50-year Build Operate-Transfer (BOT) project were formally signed in Colombo by the representatives of the three investing entities. Accordingly, China Merchants Port Holdings (CMPort) holds a 70% stake while Sri Lanka Ports Authority (SLPA) and Access Engineering PLC (Access) each hold a 15% stake in the venture

Sri Lankas acting president has become the countrys new permanent leader after being selected in a parliament vote. Sri Lanka welcomes Saudi Arabia’s green initiatives

Sri Lanka has congratulated Saudi Arabia on its Saudi Green and Middle East Green initiatives and called for regional cooperation to tackle the environmental challenges facing Saudi Arabia and the wider region.

Saudi Crown Prince Mohammed bin Salman announced at the end of March the Saudi Green and Middle East Green initiatives, which aim to reduce carbon emissions in the region by 60 percent and plant 50 billion trees in the world’s biggest afforestation project. “Sri Lanka would keenly follow the ambitious projects designed to reduce carbon emissions in the region by 60 percent and the initiatives (aimed at preserving) marine and coastal environments, the latter being much closer to our heart as an island nation,” the Sri Lankan Ministry of Foreign Affairs said in a statement on Saturday, as it expressed the country’s willingness to cooperate with the Kingdom on climate issues.

“Sri Lanka would express its support to Saudi Arabia and is looking forward to working with the Kingdom in our common approach to deal with climate change,” the statement said.

Justice Minister Ali Sabry said the initiative by the Saudi crown prince “would set the road for sustainable development in keeping with environmental values.”
Sri Lanka gets $500m South Korean loan after Chinese bailout

Sri Lanka said Monday it had secured a $500 million loan from South Korea, a month after a similar loan from China as the island faced a foreign exchange shortage amid a debt crisis.

The government said South Korea agreed to provide the loan at a concessional interest rate of 0.15 to 0.20 percent, repayable over 40 years with a 10-year grace period.

"The framework arrangement was signed today," the finance ministry said in a statement.

Last month Colombo raised another $500 million loan from Beijing in a desperate bid to shore up its dwindling foreign reserves and ease pressure on the local currency.

The People's Bank of China also granted a $1.5 billion currency swap to finance imports from China in February as the rupee hit a record low of 202.73 to the dollar.

At the end of April Sri Lanka said its economy shrank 3.6 percent last year due to the Covid-19 pandemic, making it the worst downturn since independence from Britain in 1948. 

The unprecedented recession compared with 2.3 percent GDP growth in 2019, according to the Central Bank of Sri Lanka.

It said the government's debt also rose to 101 percent of GDP last year, up from 86.8 percent the previous year, underscoring the debt crisis facing the island.
The Maritime Relations of India, the Maldives and Sri Lanka

The three countries must contend with a number of common threats in regard to their bilateral and trilateral relationships as well as finding ways to enhance those relationships. Sitting astride busy sea lines of communication, the Maldives and Sri Lanka are vulnerable to oil pollution. Through capacity building, India should equip them in managing such emergencies, while officers who have undergone military training in India and now hold senior positions in the Maldivian military and the Sri Lankan Government can further facilitate useful links with India.

Sri Lankan Prime Minister Elected Chair of ADB Board of Governors

Prime Minister Mahinda Rajapaksa, who, as the Minister of Finance, serves as the Governor for Sri Lanka of the Asian Development Bank (ADB), was elected Chair of the ADB Board of Governors for the year 2021/2022 during the 54th Annual Meeting that was held virtually on Wednesday (05).

The annual meeting that was originally scheduled to be held in Tbilisi, Georgia, had to take place in a virtual format due to the current pandemic.

During the meeting, the Governors of Austria and Mongolia were also elected as Vice-Chairs.

The 55th Annual Meeting of the ADB Board of Governors is scheduled to be held in Colombo next year.
Sri Lanka - Oman bilateral co-operation in Food Sector mooted

Ambassador of Sri Lanka to the Sultanate of Oman Ameer Ajwad met with Chief Executive Officer Saleh M. Al Shanfari of Oman Food Investment Holding Co. (S.A.O.C) and had a productive discussion on the promotion of bilateral trade in Food Sector between Sri Lanka and the Sultanate of Oman.

They also explored new areas for mutual co-operation in the Food Sector and agreed to connect B2B links between Oman Food Investment Holding Co. (OFIC) and food sector companies in Sri Lanka.

The OFIC is a state-owned-enterprise (SOE) owned by Oman Investment Authority, mandated to promote Oman’s food security, through partnerships with government agencies, private operators and investors. OFIC aims to boost Oman’s food security and economic well-being by investing in domestic and international food projects in partnership with food companies, investors and other stakeholders. The OFIC is a group of companies consisting of more than 10 prominent food sector companies in Oman.
Chinese Defense Minister arrives in Sri Lanka

Chinese State Councilor and Defense Minister Wei Fenghe arrived in Sri Lanka Tuesday evening (April 27) on a three day official visit.

The Chinese Defense Minister accompanied by a delegation of 37 high-ranking officials arrived at the Katunayake International Airport at 10.50 tonight on a special flight B-4026 of the Chinese Air Force. The Chinese Defense Minister and his delegation will be visiting the island from April 27 to 29, Government Information Department announced.

During the visit, General Wei Fenghe, is scheduled to call on President Gotabaya Rajapaksa and Prime Minister Mahinda Rajapaksa.
Sri Lanka's bonds jump on $500 mln China loan boost

Sri Lanka's government bonds jumped to their highest level since September on Monday, on reports that the government had sealed a long-awaited $500 million loan deal with the China Development Bank.


Sri Lankan bonds due to mature on July 22 climbed 2 cents to above 82 cents on the dollar having been as low as 65 cents early last month on worries that the island's deteriorating finances could lead to a default.


"The $500 million loan which will be disbursed this week, should provide a further boost to Sri Lanka’s FX reserves which the central bank recently estimated at $4.1bn in end March, excluding the $1.5bn PBOC FX swap line," analysts at JPMorgan said in a research note.


Bio Safety Travel Bubble guidelines issued for State/Official/Business Visit

The Ministry of Health issued a new set of Public Health Measures that need to be adopted by Sri Lankans or Foreign Nationals living in Sri Lanka, who are undertaking an important state visit/official visit/ business visit under the bio safety bubble.

Accordingly, any Sri Lankan or Foreign National living in Sri Lanka who wishes to travel in the aforementioned program must provide necessary documentation two weeks ahead of departure.

The Ministry of Health said granting approval will be considered case by case subject to the conditions stipulated by the Director Genral of Health Services.
01st batch of vaccines from COVAX program delivered to Sri Lanka

The first shipment of 264,000 doses of the AstraZeneca vaccine were delivered to Sri Lanka early on Sunday (07) morning , as part of the first allocation of the 1.44 million doses of COVID-19 vaccines from the COVAX Facility to the Ministry of Health.

The procurement and delivery of this supply of the vaccines through the COVAX Facility underpins the National Deployment and Vaccination Plan of the Ministry of Health (MOH) and will provide critical vaccination support for 20 percent of the population.

The first 264,000 doses from COVAX will be for the most vulnerable persons above 60 years of the age group in the most high-risk areas impacted by COVID-19.
